You general 40/40 set out does a staff's 40/20/20% (Which is the optimal staff stats I believe). A staff is only to be useful for casting enchantments because using it otherwise makes you lose out on an extra 16% chance to half recharge your spells.

Blu answered it pretty well.
That's why I noted that the staff is largely useless.
When I play an ele typically, I go into my staff to cast the attune, then sit in my shield set until i cast again, at which point i use 40/40

Or like in my case switch to my second drac spear which has an Enchant+20 and +5 energy inscription, usually for fighting in pvp i switch to my 40/40 set while casting and during downtime i generally hide behind my first drac spear (+30hp) combined with atm briahn guidance (+45Hp while enchanted (i know i have to change it just haven't gotten around stealing the shield back from my sins pvp set)) and on ele a +30e/-2 is generally bad you better stick to using attunements
